Our goals out of paper, into Gitlab issues

I mentioned something in one of the GitLab issues but I realise here is a better place for discussion:

Some issues are important but quite vague and cannot be effectively lead. I propose that we set up a new label for long term unleadable issues like this, perhaps: “General Community Goal - No Lead”. This way the issue stays open and we can use the comments to track progress, but it is clear this is not an issue we are closing when someone does specific work. The idea would be to dual tag the issues so they still fall under one area of the roadmap. Does anyone object to this?
