Does this mean even people who are not students at Florida Tech can “take” this course?

Anyone who has the web link can access the course content and do individual labs, but won’t get credit for taking it as a class unless enrolled and paid. I am about to start a maker seminar series with professors in the Kern Entrepreneurial Engineering Network (KEEN; engineeringunleashed.com).
